The HOQ is the most recognized tool of the QFD (Quality Function Deployment) Methodology. It is a tool for documenting, clarifying, prioritizing and translating Customer Needs into development activities. It contains 11 categories of information about Customer Requirements (Wants, Importance Ratings, Metrics, Targets, Competitive Assessments, Difficulty Ratings, Conflicts, and a several other optional pieces of information that will help a project team make better decisions). It is very similar to the Customer Needs Matrix shown on this website.
